Same-sex marriage in the context of the Advocacy Coalition Framework

This diploma thesis focuses on the current situation regarding the coexistence of same-sex couples in the Czech Republic. The thesis deals with a proposal to amend Act No. 89/2012 Coll., with closer attention paid to the stenographic record of the 100th meeting of the Chamber of Deputies of the Parliament of the Czech Republic. The entire issue is viewed through the Advocacy Coalition Framework (ACF) theory, primarily utilizing the concept of advocacy coalitions. The main goal of the thesis is to analyze the process of discussing the proposal to amend the law aimed at legalizing same-sex marriages in the Czech Republic. The work explains how actors perceive the issue, how they influence the policy-making and decision-making process. The use of the concept of advocacy coalitions contributes to clarifying the formation and development of coalitions in public policy and to subsequently identifying how actors collaborate in promoting their interests. The source of data for the thesis was primarily information from the stenographic record, from other political documents such as parliamentary presses or laws, and also the outputs of involved actors on social networks. Self-awareness and its Development through Public Policy as a Factor in Choice of Upper Secondary School Programme

In recent years, the topic of people's employability on the labour market has become increasingly important in the context of its dynamic transformation due to globalisation and technological progress. The way to prepare young people in education and the adult population for these changes is the subject of career guidance worldwide. Surprisingly, this topic is currently not very resonating among the actors in the Czech Republic and is not considered as a priority of educational policy, even though it is a major focus of European educational strategies. The objective of this dissertation is to gain insight into the beliefs held by the actors in the Czech educational system regarding the topics addressed by career guidance. The dissertation uses data from the 2019 Delphi survey among the actors in education and applies a phenomenographic approach for its secondary analysis. Based on The Advocacy Coalition Framework, this thesis also aims to discover if it is possible to identify certain opinion groups among these actors. The result of this research offers a map of actors' perceptions on this issue. The bachelor thesis is focused on the implementation of a compulsory math exam in mathematics at secondary schools in the Czech republic. The thesis describes the implementation of compulsory math examinations in mathematics as a educational policy instrument. The creators and recipients of this decision are revealed through the analysis of actors. The research is focused on the perspective of the head masters and mathematics teachers. This work describes the anchoring of head masters and teachers in the educational policy in the Czech Republic. Using semi-structured interviews the thesis discovers the beliefs and analyzes the perceptions and disagreements between actors. The research is based on the questioning of actors from different types of secondary schools.
Non-Government Organizations as external "suppliers" of social policy in states where is not social policy of their own

The effectiveness of development cooperation is currently widely discussed. Development cooperation has come to be criticized, both in terms of its appropriateness and for failing to address some of the global challenges that affect poorer nations. Respecting the differences of developing countries, therefore, plays an important role. It is a question of whether developed countries are aware of cultural and other differences and are proceeding in their help concerning these differences. The problem that the thesis wants to draw attention to is the functionality of development cooperation, which can be influenced by various actors and their beliefs. The main goal is to try to explain, using the theory named Advocacy Coalition Framework, how the beliefs of actors can affect development cooperation. One of the other partial goals is to find out whether and how advocacy coalitions are formed in the field of development cooperation. Analysis of the Position of the Czech Republic Concerning the Revision of Posted Workers Directive 1996/71/EC

This thesis focuses on the position of the Czech Republic towards the proposal of the revision of the Posting of Workers Directive, which was introduced by the European Commission in March 2016. Although the Czech Republic's statement was negative in March 2016, the Czech position supported the proposal during final voting in the Council in June 2018. The thesis aims at identifying causes of the position change using the Advocacy Coalition Framework and at confirming the main proposition, that change of the position may be explained by an existence of advocacy coalitions which tried to enforce their beliefs. The thesis concludes that the main proposition may be confirmed only partially. Although the existence of two advocacy coalitions with opposing beliefs was identified, it is not possible to claim absolutely that this is the true reason of the change. Two hypothesis were defined. First one is based on existence of the external sources whose presesnce was confirmed, as well as their dominant influence on the change. Therefore, this hypothesis was confirmed. The second hypothesis was disproved. Attitudes of the Czech Political Parties with Respect to Public Job

1 Due to the high public expenses connected with the classic welfare and other reasons, the European countries including the Czech Republic adopted certain measures falling within the workfare concept. One of them is the public service, which is construed as a help activity in favour of a municipality consisting in publicly beneficial services. The public service rule was enacted into Czech law in 2008 and has undergone several changes since that time. These changes resulted in the current legislation which became effective on 1 February 2017. According to the Advocacy Coalition Framework, it is possible within a policy subsystem to identify certain beliefs of the policy actors and their advocacy coalitions. This bachelor thesis aims to identify the beliefs of the political parties within the policy subsystem of public service in the Czech Republic with the focus on the policy core beliefs and to determine their advocacy coalitions in this subsystem.

Obstacles and opportunities for implementation of sustainable development principles in transport in the Czech Republic

The main topic of the thesis is actors and their role in the policy change process in the transport policy of the Czech Republic. It is argued that current transport system is not sustainable and the main goal of every transport policy should be sustainable transport. There exist, however, many barriers in achieving more sustainable transport system. Institutional barriers including formal organisations as well as norms and rules and actors seem to be one of the most significant. These actors can influence and change policy. One of the theories explaining how actors can change policy is the Advocacy Coalition Framework (ACF). The ACF suggests that actors form their policy proposals and solutions according to their belief system and create advocacy coalitions in order to pursue their goals and interests. A policy changes when a dominant coalition has been replaced by so far minor coalition representing policy alternatives or when a dominant coalition members change their attitudes towards, or a perception of, a given policy problem (e.g. local transport). Marihuana: drug or medicine?

Diploma thesis "Marihuana: drug or medicine?" deals with recent change of a medicine law and with process enabling treatment by marihuana. It identifies stakeholders and advocacy coalitions involved in the law and public policy enforcement and explains what is the motivation for these coalitions and on which values is the motivation based. Using event analysis this thesis shows timeline of events moving towards the change of the law and reveals the stakeholders who are significant for the change. Their public speeches are analyzed and stakeholders are divided into advocacy coalitions on the basis of the analysis. The conclusion of the qualitative content analysis is verified by half structured interviews with stakeholders representing the coalitions. Three coalitions were identified in cannabis subsystem. First of them is liberal and tries to get the legalization trough, the second one tries to enable a treatment by marihuana for patients and the third coalition is skeptic to cannabis treatment. Regularization of Illegal Migration as a Policy-making Process

'Regularization of Illegal Migration as a Policy-making Process' deals with the social problem of having a high number of irregular migrants in the Czech Republic and regularization as a tool that could help reduce it. Regularization is seen as a political process theoretically described by using the Advocacy Coalition Framework. This thesis tries to find normative definitions of the two coalitions, which hold different beliefs and two different points of view rather than describe the problem. The work is partly designed as a case study in which the theory is applied to the issue of regularization in part there is also an explanation of regularization as well as the Advocacy Coalition Framework. The thesis defines the two coalitions within the subsystem - the for-regularization and anti-regularization coalitions. Each coalition has its deep core and policy core beliefs that determine the relationship to the topic as well as the relationship between the coalitions themselves.
